The only effective way to learn Chinese characters is to memorize them, practice writing the Chinese character on paper until you remember it. Start from learning to write the simplest Chinese characters, which also include all the strokes.

Rather than writing one Chinese character many times before writing the next Chinese character, write each Chinese character once or twice then go through the whole list again until you've done the required number of repetitions of writing the Chinese character.
